Problem Statement

The impact of urbanization is usually felt the world over as it affects urban structures; areas, mobility and transport, infrastructure, human behavior.
In recent decades, many cities in the developing world have experienced extremely rapid growth. This growth has created many under-serviced neighborhoods. The street identification systems initially used in old neighborhoods in the city centers have rarely been extended to new ones. The public now face the difficulty in finding their way around the city. Timely response by emergency service providers, delivery of mails to private homes, garbage collection services etc. cannot be anticipated.

Due to the difficulty in locating dwellings, District Authorities have issues with revenue mobilization on a constant basis and has to depend on the Central Government for budgetary allocations. These Authorities however, must be innovative and technologically positioned to generate enough internal revenue for development of cities.

Considerations

One of such technological innovations that has been lacking in the management of developing cities is a Geo-Spatial Addressing System (GAS). This, comprises a Geographic Information System (GIS) that integrates,
stores, manipulates, distribute and displays geographic information and attribute data. It also enables users to create interactive queries, analyze spatial information and present results for decision making. With a GAS in place, District Authorities can increase revenue collection performance by identifying dwellings and developing a register
of taxable individuals. The Government can also utilize it in defining Administrative and Political districts plus the civic identification of all citizens.

A successful GAS however, will begin with the Identification and Naming of all accesses followed by numbering of all properties along them making it possible to locate places of interest on the ground.

Street Addressing – An Option or a MUST?

In the modern global context, STREET ADDRESSING has become a major element in sustainable development because of their importance to easier location and accessing of residences, businesses and emergency services as well as convenience and safety.

In many developing countries, the process of keeping records are mostly manual and this is often beset with conflicting and unreliable data, dubious manipulations of and tedious retrieval of available information .

This suggests the need to establish or develop computer-based systems and networks to allow safe and improved storage, efficient manipulation and retrieval and analysis of stored data. The use of technology to automate and streamline the process and provide timely and less expensive service delivery to stakeholders is essential for the improvement and development of a Street Name Directory.
